fabooj has explained it - put camera on tripod, open shutter, wait a few seconds, close shutter. There's some digital developing in Photoshop to bring out the basics, but the composition happens inside the camera, because moving lights are smeared out into streaks.

You can experiment with moving the camera too, but it doesn't usually look as good. :)

How long was the exposure on that one.  Even with a tripod, my freeway photos come out jagged.  Maybe I should get a really good camera.
