You may have answered this elsewhere, but what were the 5-year "emplois jeunes" You have said they were fixed contracts in social services. So this was an attempt to soak up unemployment by expanding public-sector jobs?

Yes, but targetted specifically at young people

Also, it was not supposed to be public sector jobs only. Some of the jobs in associations and the like were partly subsidised by the State, but paid for by the associations, and there was an initial intent to do the same with the private sector (but that failed or was cancelled, I'd need to check). Also, the jobs were for a fixed, non-renewable 5-year term.
