If we had a power plant on every block, and the fuel could be transported more efficiently than electricity, we could double our supply for the same fuel/carbon cost.

Whether or not it makes sense to install small turbines on rooftops seems to be controversial, but I see no reason why you couldn't install a 10m tower on a 3-storey building spanning a city blosk.
