The time to push through these changes to the voting system were during the first election, but unfortunately Labour won it too well, and had no incentive to do anything about the voting system. Any idiot can face a crisis - it's day to day living that wears you out.
Seriously, though, I agree with what you say. Although I haven't studies FPTP closely, it seems New "Labour" only started winning when they became Tory Light. (Again, nothing that's news to anyone. Just padding my post a bit.) -----sapere aude
