Hmmm. I cannae express me sen'. ET e-mails/letters are a great idea, I think. They are a way of hacking through an issue--a current issue--so that all can get a clearer idea of what the issues are.
Where the (European Parliament/Commision/other) process is, in its base, honest, then there are skills here to add genuine information and perspective to the debate.
Where the (etc.) process is at its heart corrupted in some way (over-emphasis of position X due to lobbying factor Y etc.), ET is a good place to widen that knowledge.
The technical info. is way over my head, but I've always believed that an decent argument can be outlined on one side of a sheet of A4--the length of a letter or an e-mail (if you want it to be read...maybe we disagree here?)..
So....something something = (area where boffin types demonstrate their PhD prowesses while humbler folk read articles about cheese or dead chinese philosophers) and then, magical computer flash effects and voila!
A new diary which says sommat like: "Please read the following letter and comment as appropriate. Signed, PhD boffins A, B, C, and E. PhD boffin D disagrees fundamentaly and his letter will be appearing in a separate diary in a moment, supported by boffins F, G, H"
(I've now gotta do some work...urgh. Maybe the above makes no sense, but some division of "we can do", "you can judge", "we can all agree and send"

The writeboard tool is a help, though, because you can compare drafts there and see how it's evolving (even if you don't mean to contribute).
"We are currently editing the letter HERE" where HERE is the link to the writeboard page...(the ground has disappeared; who stole my arm bands?)
