I think that's an exaggeration. While Barcelona's system wasn't upgraded, there have been Cercanías expansion/upgrade projects in many parts of Spain, from Cádiz to Gijón, resulting in significant growth of passenger numbers, and the new CIVIA trains arrived even in Barcelona. I think the primary field of neglect was branchlines.

There was soem train xpansions in areas that could getfunding form the UE.. in any other are.. nothing .. nip zero..  (I mean extrmelly low amounts)..

The balearic island who should have a train system long ago ahs nothing..a nd the new rban line collapsed too under water and it is not fucntioning.

valenica had some projectes started in the 92-94... and there were completed slowly afterwards.

The intereegional train system is a shame and there has been no upgrade except for the Ave-realted lines...

But of course  I have toc ompletely agree , the branchlines were the most... and probablyc atalonia the worst of the worst.
