It's a marking buoy for a crabpot, also known as a crab trap. The yellow bit is my kayak...

We had a big old Chesapeake Bay built wooden boat, for about 12 years. We kept it on the lower Potomac near Leonardtown, Md. If I can dig up a scanable photo I'll post it.
