Is it a kite or a type of wind-sock or something made of cellophane?

It's that kind of plasticy stuff that is reflective on one side and see through on the other.

That's very nearly it. It's a stick-on decorative rosette - think cards and presents - made out of holographic film, lit from beneath with a light table and taken with an uber-macro close-up.

I though the near-infinite reflections bouncing around inside it were kind of cool, and not an effect I'd expected.

Oooh, you've just given me ideas for my own light table - boxed up until my thesis is handed in. Oh I am so harsh on myself...

Wow, I thought it might be a hologram of some type, but the lines are so crisp and three dimensional, thought for sure it actually was solid...

I don't think my optical zoom goes quite that far. :)
