What about Cuxhafen?

I saw wind power plants for the first time two decades ago, near Cuxhafen. It was on the same journey that I got to Bremen the one and only time -- and then only passing through on the highway... (The railway station is quite spectacular.) But I was for longer in Bremerhafen. There, you should visit the ship museum if you haven't already (I'd hope they still have their original U-Boot, which I remember most). Also, somewhere near, most probably Georgstraße, maybe you can still find the Fish-n-chips restaurant of the crazy Ostfriese where we ate and laughed (the owner/chef seemed to have an anspiration to outdo Otto Walkees).

Right now Cuxhaven (v) has offshore test turbines for REpower 5M, Enercon 5&6M, and a non-offshore test of the DeWind 8.2, which has a soft hydraulic Windrive replacing the the third stage of a normal gearbox.

Bremerhaven has the offshore Multibrid test turbines right across the street from our new wind tunnel, which is powered by an Enercon 82.  When we look left from the conference room windows, we see the new versions of the Siemens 2.3 machines.  (i really should learn how to upload photos so i can post here.)
