I am sick of those who want to prolong terms. Aren't they loooong enough?? Especially in presidential systems where presidents have most of the power... and some of them have chance to double their term. If they are just ceremonial role with less power it would be OK  but in case where they (like in USA and Russia too I believe) have too much power I would actually cut it to 3 years.

I have some sympathy with that view, but reality is that it takes most of a year to get on top of things and the final year is consumed with re-election. So in terms of effectiveness, write off 2 years of any term as being wasted I think a 50% presidency is okay and a 60% one is better, but a 33% one would begin to cause a system to falter.

I think the House of Representatives in the US (2 year terms) fails any form of effectiveness test.
