The candidate with the highest number of votes gets 2 and the rest are split by who gets the highest number of votes in that Congressional District.
Maine - 2 CDs plus 2 (Total 4 EV)
The Congressional Districts go 1 EV to the winner within the District, and the plus 2 EVs go to the overall winner in the state.
IIRC, the CDs have never gone different than the states overall.
2nd CD in Nebraska is Omaha and 'burbs, and in a real blow-out might go Obama. Otherwise, it's predicted the 2 CDs in ME go with the state to Obama, and the 3 CDs in NE go with the state to McCain.
