Spain , for what is worth , has an excellent primary assitance level... a second-rat (or awful depending nthe place) high-specialized assistance level (months and months of wait, overpaid speciality doctors....) and an excellent overcrowded hospital system (so good everybody goes there for nothing and collapses it).
