Realistically, not UN-ISAF that ruinined thousands of years old irrigation system, etc. but that started to happen way back during the Russian occupation of Afghanistan.
a vast majority of the Irrigation system was actually destroyed many hundreds of years earlier as whichever Khan's men moved over the land, as they considered settled agriculture to be an impediment to the movement of horses.
