I can't see how any MEP or MP could be against this unless they're in the business lobby's pocket. Employers pay the agency, of course, and they offset that cost in the pay and conditions of agency employees. If they were not allowed to do that, they would probably make more judicious use of temps.

If that meant less demand for temps, that would not be a tragedy as long as there were compensating full hires.

The CBI (voice of business) have been screaming blue murder about the whole thing. It was powerful enough for the UK to block the Directive on Agency Workers.  I wish the UK was ruled from Wales at times like this because we do have socialists in the Welsh Labour party and they actually do give a damn about workers rights.
