I was watching a debate on Rai this past weekend (thanks to the magic of satellite tv) and noted what I thought to be an odd topic - the juxtaposition of Italian language learning and Italy's role in the world, compared to Spain, with Spanish being spoken around the Americas in particular and what can be done about this, via spending more money teaching Italian to the diaspora or whatnot.

Is this really an issue in Italy, or was this simply something Rai International would put up there specifically for the expats watching...

As an issue, I've never heard about it! The pope divided South America between the Spanish and the Portuguese. It beats me why anyone would draw a parallel between Italian and Spanish. Sure, there's a growing interest in the Italian language, but that's it.
