That's actually not even a discount. Basically, the government will take €400 less from people who have taxes withdrawn directly from their income via what in the British Isles is known as Pay As You Earn, which means people will have underpaid taxes by €400 when it comes to filing their income tax statement next year and will have to pay it back. The net effect is zero - or, more precisely, the state is making people on PAYE an interest-free loan of €400 for a year.
