Simple reasoning. For each wind particle its energy is proportional to its velocity squared.
E = 1/2 m * v^2 may be known from school.

The number of particles which hit the turbine in a given time t will be the area of the rotor times the velocity of the particles multiplied by the time t. So the number is proportional to another factor v, which means the overall energy is proportional to v^3
