Huh? So this is an area that requires cooperation between two countries, therefore it is inappropriate for ministers of one of the countries to express opinions on it? Does he mean that this is an area where Italy should get to make demands, and Spain should uncritically agree? Because that doesn't quite strike me as 'cooperation'...
