No, the first intelligent thing to do would be to pull out all of the soldiers. Of course, that would take quite some time.

Plan: There are around 350,000 Americans in Iraq. Say you put them on airplanes that carry 150 people. That means you need 2333 flights. If you manage 23 flights a day, it takes 100 days to get out. All their stuff gets left behind.
