And compounding this is the fact that if the elites are realistic and wise, they leave a system to their heirs with much greater capacity to absorb stupid decisions and not break down - so the overshot can be much, much worse.

The first generation fights. The second generation builds. The third generation squanders. Lather, rinse, repeat.
