I think it's some arty place just up Vlasska, next to the the American and German embassies. I found it when I completely disorientated myself coming down the tower in the rain and managed to walk away from the funicular railway instead of towards it and ended up walking down a muddy slope and ended up at the back of the US embassy.

The path to the road led me past the gardens where the trabbie was.
