My point was ultimately about how Washington could better protect itself against just that sort of dynamic.  Politicians from outside DC will usually want to bring their own people in, but if Congress says in principle that the major positions must be filled by people with connections there, we wouldn't have seen some of the characters we have.

you start with this assumption and I think it is a false premise.  Washington (read: Congress) is not interested in protecting itself from "that sort of dynamic".  They are PART of that dynamic.  They want to protect themselves from unemployment (being voted out of office), not getting their fair share of the booty before this Ponzi Scheme of a country collapses, and of course, the public.
