The European Commission is inviting comments from interested parties on commitments offered by the French energy company EDF which seek to address the Commission's concerns that EDF may be abusing its dominant position in France and therefore infringing Article 82 of the EC Treaty.

This is about allowing upstarts to force EDF to hand them some of its cheap nuclear power at cost, in order to get some competition.

ie the upstarts are not competitive and need to be able to steal, by regulatory means, EDF's rent, created by smart State planning and investment.

I suppose we should start a concerted push to convince the policymakers of Minsky's
[Neoclassical economics] means that, for those subsystems of the economy where conditions are apt, the market can be relied upon, particularly if the market is not relied upon for
  1. the overall stability of the economy
  2. the determination of the pace and even the direction of investment
  3. income distribution, and
  4. the determination of prices and outputs in those sectors that use large amounts of capital assets per unit of input or per worker
