For my ears, saying "second only" when one actually describes something in third position sounds silly -- and when the link goes to an EWEA release, in which the USA doesn't feature but Spain is truly second behind Germany, temptation is easy to assume shoddy journalistic work. *Lunatic*, n. One whose delusions are out of fashion.
