looks like. But I rather think we've shot our bolt in that we've told them there will be resistance so they will simply plan to evade our protest. I imagine a decision made in a back room with the announcement as a fait accompli.

I'm confused, even though I'm certain I've asked, and received an answer, on this question in the past: the EU Presidency is, for now, an office which rotates among the members every six months.  When, legally, does it make the jump from that to the appointment of someone (like Blair)?

Not finding a wealth of information on it from the Google.
