Top two are guaranteed to make it. The last seat looks like a toss-up at present.
Transfers might do it for him, but Harkin has a reasonable head-start at present. I would assume Labour and SF transfers won't go his way, but you never can tell.
While counting goes on elsewhere, Declan Ganley of Libertas is causing trouble:

RTÉ News: Elections 2009 - Elections 2009: Counts resume
In the North West, it looks like seats will go to Pat the Cope Gallagher of Fianna Fáil, Jim Higgins of Fine Gael and Independent Marian Harkin.
Declan Ganley has conceded that he will not take a seat in the North West constituency and will now 'bow out of political life'. Arriving at the count centre in Castlebar this evening, Mr Ganley said he accepted that people had not given him a mandate to represent them in the European Parliament. He also stated he would play no part in the second Lisbon referendum, saying it remained to be seen whether Libertas as an organisation would be involved. Last night, the Libertas leader had requested a recheck of ballots in the North West amid concerns that some of its votes may have been inadvertently allocated to other candidates. However, that recheck found that Mr Ganley had been awarded 3,000 extra votes in error. The 3,000 votes - for Independent candidate Fiachra O'Luain - were found in the Libertas bundles and Mr O'Luain's first count total has now been revised upwards accordingly. Mr O'Luain said he is now asking gardaí in Castlebar to investigate how his votes ended up in Mr Ganley's bundles.

EPP-ED: 4 seats UEN: 3 seats PES: 2 seats ALDE: 1 seat GUE/NGL: 1 seat non-inscrits: 1 seat
Apparently 1 seat for Libertas. Boo! But it might yet change.
EPP-ED: 4 ALDE: 3 PES: 2 GUE/NGL: 2 IND-DEM:1
According to the beeb, Fianna Fail is moving to ALDE (just said so on the broadcast so I guess that's right).
The Beeb seems not to be counting the independent ALDE member from North West. So the correct projection should (I guess) be 4 for ALDE and 1 for GUE/NGL.
