The bonus of human rights is that it applies equally to everyone, and doesn't exist only for people who fit a particular label that they may or may not wish to have. It doesn't separate people out but the principle of it is that we should all be treated fairly.
And it follows that if I am excluded from the labour market because provision is not being made or because people thing I shouldn't be there, then my rights are being breached.
