While not a proof of concept, it is indeed a proof of possibility: Electromagnetic radiation does indeed affect rock faults. Whether this effect can be made significant remains a question. The Fates are kind.
While I can think of some not-entirely-science-fiction mechanisms, it seems rather far-fetched.
