This is all about the next asset bubble--the medical industry.  With money pouring in, values in the industry are sure to rise, masking the fact that the economy is no longer producing any useful work whatever.

Meh. Tax farming to private persons was quite common in Modern Europe. And the Fermiers Généraux did turn in a generally nice profit.
