Tides run around 2 meters in Bangladesh over the next few days. If that is typical, can the Wells engine operate efficiently under these conditions. The tides off the coast of Spain in the Bay of Biscay are among the highest in the world, ranging up to 12 meters.

As I understand it, this type of technology is best able to deal with low tidal ranges.  It's the constant slosh that does the trick, not high and low tides. Remember that it's changes in air pressure that drive the Wells turbine, not water.  

Too high a tidal range, and the problem is that the air chambers overflow. But with low tidal range, you can have a system that doesn't have to operate in extremes.
