The turbine is installed at a pilot test station in the Netherlands. It is obviously intended to provide data so that the turbine could be certified for Europe's offshore program, and that potential buyers would have European performance data to monitor. As you can see in the 2nd photo, the generator is damn large, though the photo also shows the cooling fins. (That is a technician in orange safety gear atop the generator.)
