Of course the FT thinks that.  As I noted last go, British reporters are absolutely terrible at covering US campaigns.  They report the fantasies of their DC "betters," who all think that what America really needs is a socially moderate austerian douchebag in an expensive suit to put an end to people arguing over stuff they have different opinions on.

Bloomberg is just Romney with shitty hair and an incredibly annoying voice that makes him sound like he's an 80-year-old woman running the perfume bar at Macy's, but for some reason everybody in Georgetown thinks he's Ross Perot.

Not Gonna Happen.

Bloomberg doesn't have the money, doesn't have the support, doesn't have the contacts, doesn't have the organization.

The GOP candidate will be: Romney, Gingrich, or Santorum.  At the moment it looks like Romney although he is only scrapping by with 33% national support (data from Gallup Daily Tracking.)
