Not really, no.  

Remember, I live in New Mexico.  Jalapeños stuffed with stuff, fried, "on the side," on your salad, in your soup, huevos rancheros, i.e., scrambled eggs with jalapeños, for breakfast, sauces and salsas with chilies and jalapeños & etc. & so on are all inescapable in 'these hyar parts.'

"Poppers" are something you "pop" - whole and entire and in one go - in your mouth to eat.  Could be peppers, could be a lot of things.

I've never, ever, seen it served with poached eggs.  

Which isn't to say it cannot be served that way since the basic dish is eggs and salsa.

Nor have I, always scrambled, but my experience with it is limited to Texas, New Mexico, Arizona and California.

Rick Bayless (supposedly famous chef of authentic Mexican cuisine) claims that Huevos Rancheros are made with FRIED eggs; Huevos Mexicanos are made with scrambled eggs.  His cookbook, "Authentic Mexican, Regional Cooking from the Heart of Mexico," has no poached egg recipes, but that cannot be taken as a sign that poached eggs can't be Mexican food, of course.

As my post below indicates, all the Huevos Rancheros I've ever seen on menus have been with scrambled eggs.  Maybe because they're so much easier to make?

I have eaten some of the most decidedly 'un-Mexican' meals in cafes in Jalisco and Durango during the mid '60s. There were so many European immigrants after WW II, some of whom opened resturants, that it was hard to predict what you would get. I was surprised, my my traveling companion, a sometimes naturalist and guide with a BS in Biology from Columbia Univ., said it was not unusual.

And there's one called Mexican Fiestas: Frida Kahlo's Dinner Parties, which is both an art book and recipes. (Mine's in German.)  by Guadalupe Rivera and Marie Pierre Colle.
