How proportional is the Slovak electoral system?

Doesn't 41% of votes vs. a collection of dwarf parties allow a single-party Smer government?

The Slovak election system is fully proportional (there is a list vote and optional preference votes). That's why at Smer's present level of support, majority depends on whether SNS enters parliament:

  • Polis poll: Smer = 41.5% vs. KDH+SDKÚ+Most-Híd+OL+SaS = 39.9% (seat prediction: Smer 77 seats out of 150)
  • Focus poll:  Smer = 41.4% vs. KDH+SDKÚ+SaS+Most-Híd+OL+SNS = 44.8% (seat prediction: Smer 72 seats out of 150)
