From the Swedish Presidency of the European Union:

After an introductory round of consultations with his fellow heads of state and government, Swedish Prime Minister Fredrik Reinfeldt has decided to convene an extra informal summit on 19 November.

It is hoped that at the summit, agreement can be reached on the appointment of the three new top EU posts regulated in the Treaty of Lisbon. It involves a permanent President of the European Council, a High Representative of the Union for Foreign Affairs and Security Policy and a Secretary-General for the Council Secretariat.

The summit will take the form of a working dinner in the Justus Lipsius building in Brussels.

Today, the Stop Blair petition will pass 45,000 signatures. Tony Blair is down, but not yet out for the post of President. Bernard Kouchner has confirmed that he's still in the running and there surely is no sign of either Blair or the British government giving up. There is every reason to register protest, to make sure that Blair is not appointed as President of the European Council.

Stop Blair!
