BBC News - Leaked document suggests 'systematic fraud' at A4e

Welfare-to-work firm A4e knew of widespread potential fraud and systematic failures by management to control it, a leaked document suggests.

BBC Newsnight has obtained the results of a confidential 2009 internal audit of work by A4e's top recruiters.

The auditors found staff claiming for putting people into jobs which did not exist, jobs which did not qualify for payment and fabricating paperwork.

A4e responded to the report by saying that it was a draft document only.

It's part of the culture. If you get paid by results, then you'd better get results somehow.

So, if you can't find work for people, you fake that you've found work for people. Oversight is so slack (we don't need no regulations) that the chances of being held to account are next to zero, as was demonstrated.

The government can claim they've hit their target, A4E get paid. The only people inconvenienced are the unemployed and nobody cares a damn about them anyway.

BBC News - France shootings: Toulouse gunman killed by sniper

A police sniper shot and killed the gunman who carried out a spate of murders in southern France, prosecutors say, after a 32-hour siege in Toulouse.

Mohammed Merah, 23, who claimed to have al-Qaeda training, opened fire on police commandos after they stormed into his flat at 09:30 GMT.

Prosecutors said he was shot in the head as he tried to flee.

Merah carried out three separate attacks, killing four people at a Jewish school and three soldiers.

Report: Suspect in French Jewish school shooting visited Israel - Haaretz Daily Newspaper | Israel News

Hours after the death of Mohamed Merah, the man suspected of the shootings in Toulouse and Montauban, new details emerged which seemed to contradict previous reports regarding his identity.

According to a report published in Le Monde on Thursday, Merah was not a member of any well-known Islamic terrorist organization, but did undergo a process of radicalization. Merah also reportedly had entry stamps to Israel and other countries in the region in his passport.

Cybercops traced Toulouse massacre suspect through IP address * The Register

The IP address of a computer used to view a motorbike sales ad posted by an early victim of the Toulouse gunman played a vital role in narrowing down Mohamed Merah as the main suspect in a series of attacks that have horrified France, it has emerged.

French soldier Imad Ibn-Ziaten posted a video of the motorbike he wanted to sell online. The paratrooper was killed on 11 March after he invited someone who posed as a prospective buyer to his house.

BBC News - Portugal public sector workers go on strike

Public sector workers in Portugal have gone on strike to protest against the government's austerity measures.

Schools were closed as teachers walked out, commuters faced severe delays on trains and buses, and hospitals had to work with reduced staffing.

The strike was called by Portugal's biggest trade union, the General Confederation of Portuguese Workers.

BBC News - Mahon Tribunal : Bertie Ahern says he 'told truth'

The Irish government has asked the Irish police to look at the findings of a report into corruption in the Republic's planning process.

The Mahon Tribunal found that former Irish Prime Minister Bertie Ahern failed to truthfully account for a number of financial transactions.

But the tribunal did not make a corruption finding against Mr Ahern.

In a statement on Thursday, Mr Ahern said he had never "received a corrupt payment".

Irish political party Fianna Fail has said it will seek to expel its former leader and prime minister Bertie Ahern in the wake of the Mahon Tribunal.

More bodies found in Concordia cruise wreck - Europe - Al Jazeera English

Searchers have found five more bodies in the wreck of the Costa Concordia cruise ship, which had struck a reef off the Italian coast in January, an Italian official has said.

Thursday's discovery, two months after the initial capsizing, raises the number of bodies found to 28. Another two people are presumed dead as their bodies remain missing.

Franco Gabrielli, the civil protection agency head in charge of search and salvage operations, told reporters about the latest body discoveries during a visit to the island of Giglio.

All five bodies, three first and two more later, were discovered to the rear of the vessel, the agency said.

We have been going on about Spain for a while now, and the financial markets have now caught up. Investors are suddenly concerned about the sustainability of the situation in Spain.

It was interesting to contrast the headlines this morning. While the FT has "Spain's borrowing costs back above 5.5%", El Pais is still stuck in the narrative of the last few weeks with: "Draghi assures that the worst of the crisis has passed".

The usual Sarko smoke bombs. Parliament is not in session and cannot vote new laws. He himself is up for re-election and cannot speak other than in the conditional of what he might do if re-elected. Quite apart from the fact that it is not the role of the president to dictate laws.

But it sounds like he's the strong man, the "active" president. All is smoke and mirrors, fleeting image, the shadow of action, media illusion.

What Sarkozy knows how to do is post-post-modern politics.

Barely had Mohammed Merah leapt from his bathroom widow in Toulouse yesterday, still blasting away with his gun, than politicians and experts were analysing just what it might mean for the President and the other candidates in the coming election.

It's unseemly. It's obscene. It has precious little to do with the facts of the case, the question of religion or the future of society in France. But it is what politics is now about, as much in France as the US.

France remains a deeply racist country. The threat of Muslim terror has allowed the French to transfer their resentments away from the Jewish population to the Arab one, and to feel the better for it. But the sentiments are exactly the same and made only the worse by rising unemployment and slowing growth.

Let's put all the French in jail preemptively, they might commit hate crimes.

Counter evidentiary if you ask me...polls show the right getting little to nothing from Toulouse, and the one candidate ridiculing the racists (eg "you can't catch Islam from eating Halal meat, in reference to Le Pen and Sarko's people talking about Halal meat in Paris school cantines) is surging.

Yup, either we're deeply racist, or Hamilton has his head deeply up his ass.

There is exactly one line quoted from LePen in the whole article, followed by
and Sarkozy, already tacking hard to the right, who is caught trying to catch up.

On the one hand, he needs to be statesmanlike and, as President, above it all; on the other hand, he wants to garner the emotions and the votes of those who want to use this as a good reason for reducing immigration and putting Muslims within France in their place.

There doesn't seem much doubt which way Sarkozy, ever hyperactive, will turn. Even without an election, he has long been fierce in his opposition to immigration and his rejection of multiculturalism. As Interior Minister during the riots of 2005, he dismissed protesters as rabble. As President, he has urged new laws restricting the veil and halal meat.

Ah yes, but of course neither Le Pen nor Sarkozy will win, and both are severly criticised for their divisive tactics.

Not all Sarkozy voters are racist. Some are, I'd say most are not or at least mostly are not. So, again, deeply racist? Depends on what one means by deeply, but really, the way this commentator puts it isn't particularly convincing of anything other than he might have wet the bed last night. Then again, maybe not.

And, if indeed Europe is a racist continent, I think it is fair to say the world is a deeply racist planet. But I'm not sure how valuable such a statement is. And in any event, I find it funny to hear such criticisms from the UK, one of the more racist parts of the European continent.

Sarkozy has the opportunity to do the same in France if he wanted to step back and up to be the voice of the French people in the way that President Clinton managed after the Oklahoma City killings in the US. One can't see him doing it. The temptations of electioneering are just too great.

It should be noted, though I'm not sure Hamilton has the good sense to note such things, that Oklahoma City did not happen during an election, neither of Clinton or of the House and Senate.

So, false equivalence here. Really, not a very serious commentator.

Utøya on the other hand happened during the run-up to the local elections in Norway.

Can't say anything about how it affected the debate, but the main effect when it came to the result was a loss of about a third of their voters for far right Fremskrittspartiet to the traditional main right party Høyre. Not so much movement between the right and left as within them.

A vote for PES is a vote for EPP! A vote for EPP is a vote for PES! Support the coalition, vote EPP-PES in 2009!

Anders Behring Breivik, who killed over 90 people in a murderous spree last summer, is a right-wing fanatic from the opposite end of the spectrum to Merah. Yet Norwegian politicians and the media made little of this in the aftermath or even during his arraignment. Instead, they worked to bring the nation together in a solemn moment of mourning.

BBC News - Budget 2012: More to pay higher-rate tax, says IFS

More and more people on "relatively modest salaries" are being dragged into becoming higher-rate taxpayers, Budget analysis suggests.

The number of higher rate taxpayers, who pay a chunk of their income at the 40% tax level, could rise from 3.7m last year to 5m by 2014.

The Institute for Fiscal Studies (IFS) made the prediction after studying changes to tax levels in the Budget.

However, lower-income families will benefit from the changes.

It's a measure of his political recklessness to throw away the care he previously lavished on older voters.

US sues telecom titan AT&T for phone billing scam - FRANCE 24

The US Department of Justice on Thursday sued telecom titan AT&T for bilking millions of dollars from a federal program intended to help deaf people make telephone calls.

A system set up to let US residents with hearing impairments communicate by typing during telephone calls was used by scammers from other countries for crimes such as shopping using stolen credit card information, the DOJ charged.

The Internet Protocol Relay (IP Relay) service lets people with hearing disabilities type messages that are routed over the Internet to assistants who act as their voices during telephone calls.

An attack by George Osborne suggesting wildlife protection rules were "placing ridiculous costs on British businesses" has been revealed as false in more than 99.5% of cases, by a review he ordered from his cabinet colleague, Caroline Spelman.

The environment secretary concluded on Thursday that just a "handful" of the 26,500 land use consultations received from business each year ended in rejections, with the review citing just one example of a project - a windfarm - being abandoned.

Activists such as "Anonymous" who hack into government and corporate computer networks and then release files to embarrass those organisations were responsible for more than half of all known data thefts last year, according to a new survey.

This is how it is sung if you are not a gag-writer for TV comedy stand-ups and chatshowers.

The beat taken before the final line is unique to this song, and I assume it gives time for the timid to get their shot of schnapps down before the flourish.

I have my slugs of vodka Marskin ryyppy style (The Marshal's shot).

Exactly. I usually ask for a Marskin ryyppy - the schnapps glass is filled beyond the edge (which has to be dry).  I will stop drinking schnapps when I spill a drop. Fortunately the occasions per year are few: Yule Eve, New Year's Eve, Easter Sunday lunch, May Day and crayfish parties.
