The bush administration is getting desperate to change the subject in order to get members of their own party re-elected to congress. They correctly realize that to lose one or more houses of the next congress will be disaster for prosecuting the war. They want important issues like gay marriage and intelligent design to be the cornerstones of the next congressional elections rather than unimportant ones like war and corruption. To that end there will be a redeployment along the lines of what Rep. Murtha proposed i.e. maybe 20,000 troops home and 20-30,000 redeployed to Kuwait and maybe Turkey in the next 6-8 months.  The only reason you saw the frantic reaction to Rep. Murtha's proposal was because the republicans want the PR credit for it and Murtha is a democrat.  Everything about this administratin is done with a wide eye to PR, even to the exclusion of ideology.
