I don't see why point 9 would be a problem anyway. The broke-since-1920 farmers in Southeastern Colorado who are suddenly able to lease a few acres of worthless sand to Excel Energy aren't complaining. Instead of getting handouts from the government to keep their "farms" "operational" (in quotes because their land is worthless both before and after the handouts), the area is suddenly producing something useful...
