As I said in the other thread, it's a fine aspiration to suggest that the best person for the job should be the one that gets it, but this is probably just naohter of those games where if the americans don't get their way, they'll take their ball and go home.

The UN is in New York because many fear that if it weren't the US wouldn't participate at all. Governmentally they don't appear to be enthusiastic internationalists unless it's to their advantage. And if nominating the new boss falls to a person such as George Bush, then we know that it will be one of his close associates and absolutely nobody else.
