This is one of the reasons why outsourcing of low-end work is the beginning of the end of high-end production capacity. Eventually you lose even the ability to design high-end stuff. What you say about the car industry is also true of the computer industry: it's being taken over by the Taiwanese manufacturers that American computer companies started outsourcing stuff to, years ago.

Can the last politician to go out the revolving door please turn the lights off?
