Yes, Europeans have a bulk of seats, but wouldn't you say, the one veto seat by the US counts more than all non French, non UK seats together, with France and UK not always really doing pan-European decision and UK often voting along US lines, instead of along the lines of the majority of continental European votes?

Africa has lots of seats, too, with not exactly a lot of power.
