There is supporting infrastructure ... the construction of transmission infrastructure ... that is possible to front-load by putting it into the stimulus, precisely because the existing productive capacity is greater, and with the collapse of new residential and commercial construction, there is substantial unemployed capacity. I've been accused of being a Marxist, yet while Harpo's my favourite, it's Groucho I'm always quoting. Odd, that.
