There is also the issue of candidate registration. If the party is registered it can also (if it wants) officially designate its candidates. If it does not, voters (or others) are free to 'nominate' others by writing in names on the party list.

So, if Libertas doesn't register it means that a person (or persons) can order their own Libertas ballots here, and distribute those to voting halls to sabotage and create confusion around this party.
They still have until the 2nd March to register though.
