The Spanish are the "original bureaucrats" who try to keep precise records.  English like to ridicule this as self-aggrandizing but really it's just a nod to a long history and the recognition that details are important and can be forgotten over time.

That said, were these numbers given to someone in the present time to be used for something the Germans would be precise about it and the Spanish would round-up.

Actually, here is another thing: it seems most of the Spanish media doesn't know rounding. When they give approximate numbers, they just ignore what's behind the significant digits (e.g. round down), even if it begins with a 9!
