$400m to $500m is only the cost of building the train box shell into the basement of the TBT ... the DTX is supposed to be in the $3b range.

Regarding cascading delays, note that the 5 minute headways is a network requirement ... the reason why 12tph is not going to be a regular requirement is that it stresses the whole system to its design capacity, and as I argued in Part 2, 8tph seems a reasonable target. With 5 minute HSR capacity, that can be:

:00 HSR1, :05 HSR2 :10 open :15 HSR3 :20 HSR4 :25 open
:30 HSR1, :35 HSR2 :40 open :45 HSR3 :50 HSR4 :55 open

So a delay of ten minutes at worst (either one service ten minutes late, or two five minutes late), and no spillover to Caltrain, if 5 minute headways is available for each incoming train.
