EE UU ordenó impedir que España levantara el embargo a China · ELPAÍS.comThe USA demanded to prevent Spain from lifting the arms embargo to China - ElPais.com
The SPanish EU presidency from January to June passed with apparent calm, without surprises or great advances. However, the confidential cables of the US State Department reveal an issue that generated a lot of diplomatic work, in the dark, to try to stop, again, the strategy by former Foreign Minister Miguel Ángel Moratinos. Spain wanted to take advantage of its presidency to table an old goal of ZP's, lifting the ban on weapons sales to China imposed by the EU after the Tiananmen massacre.

This is a direct consequence of the EU forbidding industrial policy except in the areas of military technology.
