Taking a hint and searching around a little, I find the ATC speed control is more precise because it takes account of changing conditions that influence train resistance (curves, slopes, tunnel entrances). That's a more advanced development than I was guessing from the diagram.

Yes, news reports say pre-programmed controllers are placed a few kilometers apart along the track which do the fine-tuning of speed.
