Don't UK wind farms average >28%?

RenewableUK gives these figures from the UKWED database:

RenewableUK | UKWED Figures explained

the long-term average capacity factor for onshore wind (26.35%) and offshore wind (29.65%)

So it would appear that 24% is in fact rather a low estimate.
