Must people be under the obligation to save our public services the expense or what?
Yes, as much as possible but that is not main issue. Society has its right to prevent people making bad decision that will cost that society. That's why we have laws at all. Otherwise it would be anarchy (some people would love it). As much as I am for more freedom and less interference of government in to a people's life, freedom has its limits. In my eyes that limit is where one hurt others enjoying his freedom.
