Well, his brother did run as a 'compassionate conservative', however far fetched that may seem now, and the mood of the public makes it an even harsher environment for reasonably sane Republicans than it was in 2000. And, in all practicality, what CAN Jeb say. He doesn't have it in him to even try to out Trump Trump. He would need a total personality replacement.
